It is not. Neither is react better as angular. This is a moot discussion. 
Use the right tool for the job at hand. If needed you can combine them into 
the same project. 
React is somewhat easier to learn, Angular is more complete. 
Look at your current project and staff, and decide what would suit your 
team the best. If your staff is already trained on angular 1.x, switching 
to Angular 2 is less of a hurdle.
If you need to hire new staff, and you can get loads of react, and no 
Angular ones, perhaps switching is a good idea. But remember that a lot of 
this based on hype, and not on hard numbers. Also, the number of developers 
skilled in Angular will rise, it's still young.
