In QGIS you have a nice fTools toolbox who does intersect and dissolve (and

want interactive, visual command, then your choice will probably be QGIS.

I am also unsure about what the Multibuffer tool is doing... Given the
name of the tool, maybe the R function buffer (from adehabitat) might
also help... But it would be rather limited if you have to compute
buffers on large raster maps (large extent and small resolution, i.e. a
large number of pixels). Otherwise, you may also consider v.buffer from
grass. Or, as suggested by Paolo, QGIS is probably a better choice if
you want an interactive program. And in any case, to my knowledge, a GIS
(grass or qGIS) is better suited than R for intersection and dissolve
operations.
