In case it is not obvious. "Installing ansible" refers to installing the ansible software onto a management station. This require python, and pip can be used for that. >From that management station you can then use the ansible software to manage other systems - such as AIX systems. https://www.djouxtech.net/posts/ansible-on-aix/ describes how to manage AIX systems. >From comments (unable to install pip) it seems that you have trouble getting ansible on your management station (which might or might not be AIX).
