Further to this... I separated the tasks into two playbooks. I run the update playbook and when complete I then run the reboot playbook. The system still hangs. After I reset the VM and it is back online I run the reboot playbook and it works fine. So I assume there is something that needs to be done after the updates are completed? Not sure.
