Thanks for the response but it turns out that it was an OS issue and not an ansible issue.

I run the update playbook and when complete I then run the reboot playbook. The system still hangs. After I reset the VM and it is back online I run the reboot playbook and it works fine. The server is a vm running in a vmware 6.7 environment. In order to bring the system back up I have to reset the vm from vcenter. Not sure how to troubleshoot this.
