.cvspass is NOT unix centric.  If you are on a Windoze platform
without cqygwin running a native CVS for windoze, just set
CVS_PASSFILE="c:/.cvspass" or some such.

also the whole notion of ~/.cvspass is very unix centric. Those who use ant 
on non unix platforms
(eg. windows without cygwin) will have problems as well.
