Actually, we've had some success using WinCVS (without cygwin) and CVS_PASSFILE=e:\builds\.cvspass to do automatic logins, although it does seem to be a bit quirky. Still has a unix-y feel but on some machines works nicely on WinNT. Of course it doesn't at all adress security issues, since the password is trivially stored in .cvspass, but that's a separate issue...
