chmod: I tend to like the ports provided via GNU sources. Stuff from Delorie had historically been reasonable ports. He and his stuff are now part of Cygnus/Redhat. The current URL for that stuff is here.
http://sources.redhat.com/cygwin/ In most cases, I find relying on GNU tools is an excellent way of trying to ignore the current OS. You're still tied to something, but FSF has done an excellent job of keeping the GNU toolset cross-platform. (At least the platforms that I care about...;-} chgrp and chown are trickier. These commands know too much about the host OS security subsystem and are inherently platform-dependent.
