waitfor task doesn't shut off socket conditions in every case

The host might not respond. If it is running a firewall set to drop packets 
from 
you to that port you are out of luck. Typically, machines who "know" your 
machine will reject your packets, but machines that don't have a clue who you 
are often pretend they don't exist if you aren't allowed in that port. Thus, 
you 
might get a long wait even if you can resolve the DNS to a host that is up and 
running regardless of whether it is providing services (to others) on the given 
port.
