Never mind - I found it.
 
RTFM - use 'defaultexcludes="no"'   - the pattern  **/*~ is one pattern that is excluded from matching

    <delete dir="${deploy.home}"/>
    <delete>
       <fileset dir="." includes="**/*.*~" defaultexcludes="no"/>
    </delete>

the tilde ('~') appears to have some special meaning for ant - it gets ignored
 
I have VIM backup files all throughout the src dirs - I'd like them to be deleted on an
Ant clean command.  The backup files have a format of *.*~ (ie somefile.jsp~).
 
The above delete command doesn't work. 
 
I also tried  "**/*.*\~"   ie escaping the ~
