Yeah now open another command windows & do SET USERPROFILE, notice that
it is back to c:\Documents and Settings\username

Windows would cease to function if you really changed the user's home
directory.  This is where it keeps the NTUSER.DAT (user part of
registry) as well as many other application settings. 

Java does not use the USERPROFILE env variable to determine the location
of user.home.
