Right-click on the "My Computer" icon, select Properties, click on the
Environment tab, click inside the "User Variables for <username>:" box,
then put your cursor in the Variable: form to type the env var name, tab
into the Value: form to type the value, click on Set, do the last three
steps for however many env vars you want to set, then click on Apply, then
OK.

(I don't think there's a DOS equivalent of a .*rc startup file, so I don't
think you can just set HOME, then set all the rest in a file that gets
read in when you bring up a window, but I could be wrong.)
