Nepal is struggling to contain a Maoist revolt

Nepalese Prime Minister Sher Bahadur Deuba is due to arrive in India for a
key visit even as Maoist rebels launched a fresh attack overnight .
The rebels killed at least seven policemen and injured eight others in a
raid in western Nepal.

support the Maoist terrorists are receiving from across the border"

Mr Deuba is expected to seek India's support in tackling the Maoist
insurgency which has claimed more than 3,000 lives in the past six years.

Kathmandu believes that Maoist rebels manage to evade the authorities by
fleeing into neighbouring India, which has an open border with Nepal.

Maoist revolt

The Nepalese premier told parliament, hours before leaving for Delhi, that
Indian support was the key to fighting the Maoist rebels.

During his visit he will meet India's top leaders including Prime Minister
Atal Behari Vajpayee.

"There will also be discussions on getting India's cooperation to block all
the support the Maoist terrorists are receiving from across the border," Mr
Deuba said.

The rebels allegedly use bases in northern and eastern Indian states,
including Communist-ruled West Bengal, for shelter, training and procuring
arms and ammunition.

Several Indian states, including Bihar which borders Nepal, have a
significant presence of ultra-left rebels.

Correspondents point out that the West Bengal capital, Calcutta, has been
included in the prime minister's itinerary for the first time in recent
years and he is almost certain to take up the Maoist issue with Chief
Minister Buddhadev Bhattacharya.

Floundering peace process

The violence of the past months has rocked Nepal which declared a state of
emergency to crack down on the rebels.

Human rights organisations say they have begun fresh initiatives to bring
the government and the rebels back to peace talks which last broke down four
months ago.

But there is no indication yet about an early resumption of dialogue, with
the government insisting that the rebels must surrender first while the
rebels refuse to oblige.
