The Chinese envoy attending a U.N. Mideast peace conference here on Tuesday
strongly appealed to both Israel and the Palestinians, especially Israel, to
implement the relevant U.N. resolutions in real earnest. The envoy pledged
that the Chinese government and people will continue making positive efforts
for an early, just and reasonable settlement of the Mideast issues.

Chinese Ambassador to Cyprus Song Aiguo demanded at the opening of a two-day
conference that Israel withdraw all its troops from Palestinian territories
as a first step towards a re-start of peace talks at an early date.

The U.N. International Meeting in Support of Middle East Peace, organized by
the U.N. Committee on the Exercise of the Inalienable Rights of the
Palestinian People, was opened amid escalating Israel-Palestinian conflicts,
which have lasted for more than 18 months and is feared to lead to
humanitarian disasters.

The Chinese envoy pointed out that since late last month,
Israeli-Palestinian conflicts have continuously escalated, to which the
Chinese government shows deep concern and worry.

"Israel should bear the main responsibility for the tension in the region,"
he said. 

"We believe that Israel's military strikes, economic blockade against
Palestine and its confinement of President Arafat will only further
aggravate the current situation," Song added.

War can in no way settle disputes
He said the Middle East history has repeatedly proved that war and
occupation can in no way bring peace, and the policy of pitting violence
against violence will only deepen the mutual hatred and worsen regional
tension. 

Only dialogue and negotiation are the right solution to the conflicts, the
Chinese envoy stressed.

The international community, especially the United Nations, is duty-bound to
provide necessary assistance to the Palestinian people, bear important
responsibility to ease the conflicts and push the Mideast peace process
forward uninterruptedly, Song said.

The envoy pledged that the Chinese government and people will, as always,
continue to join the international community in making positive efforts for
an early, just and reasonable settlement of the Mideast issues, including of
course the Palestinian issue.

Chinese Premier Urges Israeli Withdrawal From Palestine.

Visiting Chinese Premier Zhu Rongji Tuesday called for Israel's full
withdrawal from all occupied Palestinian territories, saying that Israel's
military strikes and economic blockade against the Palestinians and the
siege on Palestinian leader Yasser Arafat could not help end the
Palestinian-Israeli violence but would make the situation worse.

Visiting Chinese Premier Zhu Rongji   Tuesday called for Israel's full
withdrawal from all occupied Palestinian territories, saying that Israel's
military strikes and economic blockade against the Palestinians and the
siege on Palestinian leader Yasser Arafat could not help end the
Palestinian-Israeli violence but would make the situation worse.

Zhu made the appeal during his talks with Turkish Prime Minister Bulent
Ecevit at the Prime Ministry in the capital.

The Chinese government has expressed serious concern over the continuing
Palestinian-Israeli conflicts and the stalemate of the Middle East peace
process, said the premier.

He said that Israel's military strikes and economic blockade against the
Palestinians and the siege on Palestinian President Yasser Arafat could not
help end the Palestinian-Israeli violence, but would make the already tense
situation even worse.

Zhu said that China opposes and condemns Israel's barbarous invasion into
the Palestinian territories. He urged Israel to withdraw completely from all
occupied Palestinian territories.

China also condemns all terrorist activities against the civilians, Zhu
added. 


Chinese government has made active efforts on Palesinian-Israeli conflict
The Chinese government has made active efforts to ease the deteriorating
tension between Palestine and Israel and has taken a series of diplomatic
moves to call for Israel's early withdrawal from Palestinian areas and
guarantee the personal safety of President Arafat, Zhu said.

Having good relations with both Israel and Arab nations, Turkey

in helping make peace between the Palestine and Israel, Zhu said, adding
that the Chinese government appreciates Turkish efforts on the issue.

China, as a permanent member of the United Nations Security Council, will
continue to work together with the international community including Turkey
to contribute to easing the Palestinian-Israeli tension and seeking an early
solution to the Middle East issue, he added.

Turkey has similar views with China
On his part, Ecevit said that Turkey advocates the solution to the Middle
East issue on the basis of relevant U.N. resolutions, adding that Turkey has
similar views with China on the Palestinian-Israeli conflict.
