US helping Nepal face Maoist challenge

Washington, April 24 

The US is working with Nepal to improve its ability to
counter Maoist insurgents. 
State Department spokesman Richard Boucher said, "We
are assessing Nepal's needs and reviewing several
options for military assistance to Nepal. We've asked
Congress for a supplemental appropriation of $20
million in foreign military financing for Nepal so
that we can support more assistance." 

"We've also been providing development assistance
directed towards immediate, high-impact, job-creation
programmes to promote development and improve living
conditions for Nepalis in rural areas," Boucher told
reporters. 

He reiterated US support for Nepal's authorities "to
safeguard its citizens against these guerrillas within
the framework of its own constitution." 

In reply to a question, he said, "I don't think you
can operate on the assumption that the US has to go
everywhere to fight every terrorist. I would say at
the same time though, you have to know that we are
working very closely with the people in Nepal." 

He said, "Secretary of State Colin Powell was out
there coordinating with them very soon after these
troubles began again. We have continued to work with
Nepal." 

Boucher said Nepal had asked for help from the US and
from other countries in overcoming Maoist insurgency,
as well as dealing with pressing economic and social
needs. 

"We had meetings April 3 and 4 in Washington with the
Nepalese foreign secretary, and with him we discussed
ways in which we can support Nepal in combating the
Maoist insurgency and assisting in Nepal's economic
development." 

He said the US was assessing Nepal's needs and
reviewing several options for military assistance to
the country. 

Maoists in Nepal have been fighting against monarchy
in the Himalayan kingdom for the last six years, and
the violence has claimed nearly 3,000 lives.
