"There is a need for a new resolution on Iraq, notably specifying the mandate of inspectors in the country, the length of their mission and sanctions in case the mission faces obstacles," Passi said on his return from New York. Passi's comments came after Iraq surprisingly agreed to let UN weapons inspectors unconditionally return to the country, opening an opportunity to end a four-year standoff with the UN and possibly averting a new war. Although 16 resolutions on Iraq have been adopted in the last 12 years, "a generalising and fairly categorical resolution would be appropriate," the minister said, adding that consultations on such a resolution were underway. Passi hoped the resolution would be adopted before Bulgaria's month-long presidency of the Security Council finishes at the end of September. US Secretary of State Colin Powell confirmed on Tuesday that the United States "will press for a resolution". Russian Foreign Minister Igor Ivanov however said: "It is essential in the coming days to resolve the issue of the inspectors' return. For this, no new (Security Council) resolutions are needed."
