The Bush administration says the council needs to produce a tough resolution, which could include the threat of force, to ensure compliance. But Russia is satisfied with Iraq's offer, saying it is an important first step. Boris Malakov, of the Russian Foreign Ministry, says Moscow has always sought a political settlement and feels the threat of military action is unnecessary and provocative. "We believe this is not the time to discuss any military buildup since all countries at present at the General Assembly spoke in favour of the key role of the United Nations in solving this problem," he said. Iraq resolution meeting Meanwhile, the White House has invited the top four congressional leaders to a meeting to discuss the the shape of a resolution on Iraq The momentum for such a move comes after Iraq agreed to unconditional UN weapons inspections. One of those invited is the Democrat Senator, Tom Daschle, who has consistently opposed a military solution, saying the Bush administration had failed to make a strong case. He now says Congress will vote on the resolution before the House and Senate elections on November 5.
