      US envoy to visit North Korea
 
      
      Pyongyang says its military programme is justifiable

      The White House has said it will send an envoy to North Korea soon.
            
            Bush named North Korea in his "axis of evil" speech
 
      White House spokesman Ari Fleischer said US President George W Bush
      announced the move to the South Korean President, Kim Dae Jung, in a
      telephone call.
      "The two leaders agreed that real progress with the North depends on full
      resolution of the security issues on the Korean Peninsula, including the
      North's possession and pursuit of weapons of mass destruction and
      ballistic missiles," Mr Fleischer said.
      There is no indication whether or not North Korea has agreed to the move.
      This is the latest move in a diplomatic dance that has been going on
      between the US and North Korea since President George W Bush took office
      last year.
      'Not comfortable'
      According to the White House, the envoy will travel to North Korea at "an
      early date".
      The envoy has not been named but it is widely expected to be James Kelly,
      the State Department's Assistant Secretary for East Asia.
      North Korea is not comfortable discussing the proposed issues, but the
      dire state of its economy and possibly also America's uncompromising
      attitude towards Iraq, seem to have forced Pyongyang to the table.
      President Bush surprised the world when he abruptly broke off talks with
      North Korea shortly after taking office.
      That decision was later reversed, but when it has come down to the
      practical issue of agreeing a date, a place and an agenda, the two sides
      have continued to blow hot and cold.
