President, US Official Discussed Military Accord

-[T]he US government is entitled to access and use of
mutually agreed territories and facilities in Georgia
for use by the US government�s military and civilian
personnel, transport, vessels, and aircraft or for any
other purpose.


  
(Tbilisi. March 11, 2003. Civil Georgia) - President
Shevardnadze met James McDougal, US Deputy
Under-Secretary of Department of Defense and US
ambassador in Georgia Richard Miles beyond the closed
doors on March 10.

After the meeting Richard Miles told the reporters
that the Georgian President and the US defense
officials discussed US-Georgian military agreement.

On February 27, the Parliament launched the discussion
on an Agreement, signed by the government of Georgia
last December. But instead of an easy go-ahead for a
step at increased defense partnership with the US,
numerous objections of the MPs forced the parliament
to postpone the voting. 

According to the document, the US government is
entitled to access and use of mutually agreed
territories and facilities in Georgia for use by the
US government�s military and civilian personnel,
transport, vessels, and aircraft or for any other
purpose.

Georgian President and James McDougal also discussed
US-Georgian cooperation in fight against terrorism and
the implementation of the US-funded Georgia
Train-and-Equip program.

Tbilisi Offers Federation, Sokhumi Rejects

-�We should start discussion of the economic
rehabilitation of Abkhazia, return of IDPs and
resumption of the railway link [between Russia and
Georgia via Abkhazia],� Russian media sources report
quoting Abkhaz envoy. 
 
   

(Tbilisi. March 10, 2003. Civil Georgia) - �Georgia is
ready to discuss creating of federative republic in
which Abkhazia will be granted special rights,�
Georgian President Shevardnadze said at the news
briefing today. 

President also said that the proposal does not
contradict to the document regarding "Basic Principles
for the Distribution of Competences between Tbilisi
and Sokhumi [capital of breakaway Republic of
Abkhazia]," which is prepared by the UN Secretary
General's Group of Friends on Georgia (Germany,
France, Great Britain, Russia and the United States). 

The document details remain confidential, but Georgian
officials hail its provisions that consider Abkhazia
as a part of the Georgian state.

Abkhaz envoy in Russia Igor Akhba said today while
commenting Shevardnadze�s statement that �Abkhazia is
an independent state� and Sokhumi does not intend to
discuss proposal with Tbilisi.
