All nscache is really doing is providing some Tcl APIs to the C
caching APIs in the core, so sure, it certainly should be in the core
rather than in an add-on module.

As for why it's not already in the core, presumably that guy AOL was
employing to maintain AOLserver c. 2000 (early AOLserver 3.0.x days)
simply refused to put it in for no good reason, just like he refused
most of Rob Mayoff's many other fixes and improvements.  I wasn't
following the AOLserver list then, but I heard that lots of people
were really angry at that guy...
