 Sorry, I was wrong about one thing. The code change in user track now makes
 visit cookies (Apache=) that weren't in the same format as 1.2. In 1.2,
 just the first part (hostname or first number in dotted quad) were
 concatenated with the tick counter. But with this code change, the logging
 now works (I see how those two issues are related) but the cookie contains
 the entire FQDN or IP number.
