OK. I considerably simplified the header. I also changed header.html in the main doc directory, so you can see what other pages will look like (buy only if they are in the main doc directory).
I am not going to leave the "OS Specific performance notes" on the main page for now, since it really doesn't have very up-to-date information.

I'd take out both of the thinner/narrower <hr>s, but they're okay as is. Looks nice, although personally I'd prefer 3 columns with <small>.
