The CHANGES files are exceedingly useful, right up through June 1998, when they were removed because they contained information redundant with the new_features_1.3.html file, which is less useful, primarily because it is not quite the same beast as the CHANGES file. The CHANGES file appears to have been scrapped and rewritten with each release, to show what the changes were from the last release. The new_features HTML file, OTOH, is sort of a running log of everything that has changed since the last *major* release. And while the diffs are useful, this file appears to be maintained less consistently, particularly during the 1.3.1 - 1.3.10 stretch.
