I haven't had to run owsadm.exe because I've upgraded systems to RH9. I don't know that I've done a fresh install with RH 9. I thought I did. You might want to grab the latest tar.gz from www.rtr.com for the FPSE2002 stuff. Then just pull the owsadm.exe from that and copy it over the one from my RPM. The newer stuff from RTR probably is compiled so it will work on RH 7 / 8 / 9 just fine.
