Ok I am officially stumped. I even added the Serial: tag to the Spec 
file in case it would do something, and nothing. PHP from Red Hat 
thinks my stuff is 1.3.23. I am going to install Red Hat on to Virtual 
PC on my laptop tomorrow and add PHP from source using APXS and see 
what version shows. If it shows right then the issue is just in the 
build of PHP you use and probably is  meaningless.

By the way everyone... I moved my current RPMS in to the normal 
ftp://ftp.joshie.com/pub/apache-frontpage/  structure so I can write up 
docs on using this build. I moved all the RPMS like mod_perl and such 
in to the archive folder because I won't be needing to maintain those 
any more. I may maintain a PHP RPM for myself that I will post since I 
tend to always run the latest PHP.
