There are some things in the Apache 1.3.x conf file that cannot be in Apache 2.0 like ResourceConfig and AccessConfig lines cannot be in 2.0.
Previously when using the owsadm.exe command line utility you had to have those two lines. I have not tested this with the new config. Over the next few days I will do some testing. I use the command line because I have a perl script that does the install for me so if the web site owner wants FrontPage they can do it themselves.
