Ok here is what I have done and everything works.

Created a one page site on 7.3 with Josh's rpm's.
Added a FP function, a hit counter.
Made sure the hit counter was working.
The site is newwebsite.org

Fresh install of 9 on another machine.
Ran up2date. Probably not required but just a good idea.
Followed the instructions here

Changed the ip address of newwebsite.org to the new machine.
Copied the content by tar'ing and then copying the tar file to the new
machine and untar'ing.
Added the unix user that was on the original machine that owned the files
for newwebsite.org
newwebsite.org & hit counter works on the new machine with the new apache
and new FP extensions.

Notes:

I did not have to copy the cnf file from the original machine nor did I
create a new one for the hit counter to work or to connect with the FP
client. It would probably be a good idea to copy it though because I don't
know what the consequences might be if was not there when FP needed it. I
know you have to have it for certain things to work. When copying make sure
to change the server-type to apache-2.0 instead of apache-fp.

When following the instructions from the johnspencer site there is a part
about editing the HTTP_UNAUTHORIZED.html.var file. I just copied and pasted
the content on the site to the end of that file. I wasn't sure where to put
it so I just put it at the end and it worked. I don't think it really
matters as long as you don't put it in the middle of another directive.

I did not do the optional creating of the alternative non login account. I
stayed with the default.

I still have a little issue with getting to the main admin page on port
8090. I am sure it has to do with the httpd.conf file. Locally on the
machine I can use localhost:8090 or 127.0.0.1:8090 when I have this set
<VirtualHost _default_:8090> but then I cannot get to it remotely using the
real internet ip address. To use the real internet ip address I have to have
this <VirtualHost x.x.x.x:8090> x's of course represent the real ip address.
I will keep playing around with it. This is a relatively small issue.
