AFAICT 13:00 UTC is 18:30 IST (India Standard Time; +0530)

This agrees with the deadline quoted by the OP, i.e. 6:30 PM IST

However the OP says the CFP was already closed at 05:00 PM IST i.e. 17:00 IST

Something does not add up here.
