As far as I remember we (Apertium) sent an official letter to the developers
of dobhase and they were very positive to the idea, but they insisted that
the sponsors of the funding should approve the open sourcing. I think they
sent a letter about it and then evrything stalled. Probably you could, with
some effort, push to a start again.
