Unfortunately, I don't know much about the package acceptance process for Ubuntu, so I can't say about the official repositories... However, there is a rather simple solution to provide up-to-date packages tu Ubuntu users : creating a ppa repository (cf https://help.launchpad.net/Packaging/PPA ) for Apertium and update it frequently. It would not be in the default ubuntu repositories, but if you provide a link to the ppa on the apertium download page, Ubuntu users should be able to add it easily and then install software through the software manager.
