While I appreciate that your intention was to write to the 'complaints
department', rather than the 'technical department', the content of
your email did not bespeak an advanced knowledge, so I assumed its
absence[1]. In trotting out of your qualifications, you show quite
clearly that you consider this a matter to be addressed: you may
address it to the proper place: to yourself, by endeavouring to
provide more pertinent information in future. (This will serve you
well with any open source project, not just Apertium).

[1] In fact, I assume its /presence/ in error, in assuming you
installed Cygwin's unzip: Stephen Tigner's email threw light on my
error.

I'm sorry, but I'm not one to place faith before fact, and I happen to
be too intimately acquainted with the facts in this case. For those
accustomed to Cygwin, it runs just fine; for everyone else, there's a
solution in the pipeline.
