Yes, indeed! In my opinion the lack of it, is an unnecessary hindrance for an effective development of new language pairs. The most natural approach would be to simply start with the most complete monolingual dictionaries available for any of the involved languages. And obviously, the same approach would be fruitful when ameliorating existing language pairs. In fact, it would be even more useful in such a scenario. But in that scenario it would be important to be able to safely merge dictionaries, too.
