How long do you reckon it would take for a seasoned developer ? If it's around a couple of hours, then it could be a GCI task. Or if you can think of a good way of splitting the task up into smaller parts. (e.g. perhaps [a] make an interface in libreoffice for selecting translator, [b] take text from a document and translate it using selected translator. etc.)
