Yes. That's a good event mostly French speaking, but English conferences and workshops may be 30 % of the whole. Richard Stallman was there at least in 2008 and Eben Moglen (a jurist working on the GPL) several years before. Up to 2011, that was organized in a town of France, and every year the town chosen for the next year was participating to the organization with the hosting town. For 2012, the chosen town was Liege in Belgium, but this town preferred canceling the organization of this event and Geneve was found quickly.
