I have been going through the "HOWTO", and the papers about translation
project.
And for the questions:
(a) Are there existing machine translation (MT) systems for this pair?

(c) How closely related is the pair?
* zh_ZH-zh_TW are very close, 60 years ago, the zh_ZH is one of the
simplified and modified version of zh_TW by Chinese government, and after
that they both changed by the people and the governments.

*I am a native speaker of zh_ZH, I can understand most zh_TW by the help of
dictionary, and write many simple words of zh_TW.*
(d) How many resources already exist for the pair?

*There are just monolingual dictionary, bilingual dictionary, tranlate rule
files. Just the exercise of HOWTO page.*
(e) Are there any mentors who can evaluate your work?
*I don't get it the evaluate means the mentor should be the speaker of that
language or what, can you give me some details about the "evaluation".*
