I think it would be a difficult task, if you re a good programmer and very dedicated you might be able to do it, but it might be better to start with a related language, e.g. Romanian--Italian. If you want to do a language pair, you should do the 'adopt a language pair' coding challenge. http://wiki.apertium.org/wiki/Ideas_for_Google_Summer_of_Code/Adopt_a_language_pair#Coding_challenge You could do it for either Romanian->English or Italian<->Romanian. It would give you an idea of how difficult it is, and if you could get similar results to Google in three months.
