I'm no expert in CG,but I think your comment "The words set and list are used 
interchangeably in CG." is not correct.

LIST creates a set from tags, parenthesized if more than one, eg
list noun = n;

SET creates a set from lists, but you can create an on-the-fly set from tags if 
you parenthesize them.  So in:
set fem_noun = noun + (f);
you create a new set from the (previously) LISTed set "noun" and the tag "f".

So SET is a higher level of LIST.
