All too often we have had parallel work on analysers for different languages. 
With this catalogue, we will also attract interest (and input!) from people 
mainly interested in analysing Tatar, or Kazak, or Russian, ...

This change is overdue, and I strongly support it. We then need a setup for 
having the respective language pairs get input from the monolingual catalogues. 
 This could be done automatically, or as a manual copy process with regression 
tests. The choice between the two is not obvious (to me, at least).
