Step 2: Get the biggest monolingual dicts you can
Step 3: Make a bilingual dictionary
Step 4: Put it all together
Step 5: Compile the .dix files and convert to HFST format, then
compose-intersect and convert the resulting transducers back to
lttoolbox format (this is about 10 lines of code in the Makefile)
Step 6: Win.
