The GPL makes no such requirement. I'll assume that, by this, you mean

The GPL is based on copyright, and actions on its violation can only
be taken by, or on behalf of, the copyright holders. The most the PMC
can do is contact the copyright holders, and offer assistance if they
wish to pursue an action.

Ismael has *demonstrably* acted in good faith by 1) getting in contact
with Jacob (the primary copyright holder of lttoolbox-java) and 2)
stating his intention to release his source code.
