It might also have to do with the length of the word. If I understand correctly, case is represented by looking at the first two letters of the word, giving either title, upper or lower possibilities. I don't know what that means for "I", but the macros typically use a variable which contains the string "aa" to represent lowercase, "Aa" for title, "AA" for upper.
