I am not paying too much attention to it because I am going to use CG to start off with, however, check the file size. If it is 34009 bytes large that you should be okay. If it is something else, 118 in my case, I ran into this problem. I haven't checked what exactly was going on, however, copying over the "correct" file and renaming it should help.
This is the difference between e.g. the bigram tagger or the unigram tagger.
They (unfortunately) require different flags to apertium-tagger.
