I have just received an "extortion" spam from [202.212.211.79]. That address is within the APNIC assigned block 202.212.211.0/24 and is presently being routed by AS2514.
In the APNIC WHOIS data base, neither the WHOIS reocrd for the IP block nor the WHOIS record for the ASN contain any indication of the proper abuse reporting address to which one should send reports regarding such abuse. This prompts a question: How many other APNIC-assigned IP blocks and ASNs also and likewise have no known abuse reporting addresses?
