I'm not sure if there is an English connotation that change the meaning of that? A complete read of the policy proposal also clarify that. It is expected that the reporters send the spam message, logs, headers, etc. Otherwise he report can't be correctly proccessed. In my opinion, all the policy text must be read always considering the complete policy proposal. In fact, I've suggested in several RIRs that the policy manual contain links to the policy proposal that "created" or "amend" each sections. This way a newcommer (understood as someone that has not participated in the policy discussions) can have an "history" and "background" to better understand that text. This is key as times passes, because often we try to make policy text short, and in the context of the discussion of the proposal is fine, but then we tend to remember the context and it may completely be missunderstood.
