I didn't mean to start a firestorm, but the way it was written it sounded suspiciously like China's "New IP" thing roaming around the ITU which forces everyone into a geofence and requires some sort of ID to be able to get on the network.

If that's what you are speaking of I "vote" a resounding NO! That is nothing more than a citizen surveillance network operated by governments.  The world does not need that.

Trying to figure that out is the only reason I asked my questions.
