The problem is that most statments we found so far were either "everybody" or 
"my girlfriend, fellow developers and me". The first is too fuzzy for us to 
work with, the latter too narrow.

At Linuxtag, we've had a meeting with the MWG, Eva and Cornelius on that 
topic. Sebas showed us what he has done so far, and we agreed to target at 
rather sophisticated PC users (Innovators, Early adopters and early majority 
in the terms of the "technology adoption life cycle" -> see for example 
http://ist-socrates.berkeley.edu/~fmb/articles/lifecycle/)

I'm currently creating Personas which fit this target group. But as it has 
been agreed on in a very small group, I wouldn't say it's "KDE's target base" 
yet ;-) Once the personas are finished we'll see what the others say.
