Agreed! However most graphical system users should be using their mouse. If somebody thinks otherwise there should be a way to suppress this behaviour globally by an accessible setting. Why not use a welcome sprite or configuration walkthrough where users can change/skip configurations (mostly general features/annoyances).

By the way less frequently used menus items creates graphical noise and the mock-up effectively clears up the area. After all icons are generally used frequently in a file manager along with a shortcut menus. A full-blown menus features power and clutter together.
