Actually, it makes perfect sense (and is the behavior I would expect),
since a tag describes one aspect, and combining them further filters
the thing you're looking for.  For example, if I am looking for tasks
that have to do with my "dog" and "shopping" (say I am in a store and
need dog stuff), then all the tasks with both a "dog" and "shopping"
tag are listed.  If this acted as the way you propose, I would get ALL
dog AND shopping tasks in one list, and that wouldn't help at all
(since I'd get non-shopping related dog tasks, and non-dog related
shopping tasks).

It doesn't seem as useful to me, but I guess it might be helpful in
certain situations - maybe by having an "OR" switch in the filter.
