Nice idea. Or, let tags be hierarchical, e.g. if you have tags named "People - Mike", "People - John" and "People - Jane", the three are collapsed into a folder "People" which is shown as one line in the tag list, and when you press that line you see the list of three tags, "Mike", 'John" and "Jane".
