Or, make a second box at the top of the Tag list that instead of
typing a new tag in, you have a tag search (with prefetch) so that as
you type, you start getting each of your matching tags coming up.
Starting to type "peo" would start bringing up all three of your tags
for Mike, John, and Jane.  Two input boxes could take away from too
much of the UI though so maybe you'd want to use the text box for
search, and add a + button at the top for adding new tags.
